program of english courses for 3rd years

i wonder whether it is a kind of justice to program 4 units to both scientific and laterary classes knowing that both do nont have the same timing during the week .for the scientific classes we have three hours a week and for the literary it is four hours .moreover we are asked to be at the same level with all secondary schools which is impossible now after the end of the first term and the half of the second term since we are not teaching the same units even in the same school............
